You cant compare Jiraiya to Kisame for two reasons. The first is that he has the sword that drains chakra, nullifying one of bee's strengths. This is a unique ability that isnt matched by anything jiraiya can do. Secondly, kisame has the giant water bubble attack that actively drains chakra and drowns the enemy. In my honest opinion, Jiraiya is the strongest Sannin but Orochimaru is the greatest genius among the Sannin and had the most potential. And had Orochimaru succeeded in obtaining the Sharingan he would have been the strongest Sannin by far, but unfortunately Sasuke put an end to his plans.
